- Ripples by Athena Tacha. This 1979 public art located at the corner of Granby Street and City Hall Avenue in Norfolk Virginia is the only redeeming element of the Norfolk Federal Building. In my humble opinion the building itself is totally out of place and has no architectural significance whatsoever. It replaced the magnificent old Monticello Hotel in the late 1970's.
